KIE&rsquo;s partnership with PUB, the national water agency of Singapore, dates back to more than 20 years, when it provided M&amp;E services to the Kim Chuan and Ulu Pandan wastewater treatment plants.<br /><br />Singapore&rsquo;s drive towards water recycling as its Third National Tap (the others being catchment water, imported water, desalinated water) began in 2000 with a consortium of which Keppel was a member to develop Singapore&rsquo;s first NEWater demo plant. <br /><br />Keppel subsequently provided Civil and M&amp;E services to the first two NEWater plants in Singapore at Bedok and Kranji. <br /><br />KIE&rsquo;s partnership with PUB extends beyond Singapore. PUB&rsquo;s expertise in the administration of urban water resources and managing scarce water resources is highly valued by municipal clients around the world. <br /><br />Keppel actively partners PUB for overseas opportunities. This partnership provides municipal customers with the best of both worlds: a strong commercial partner to carry out their projects, as well as the ability to tap on unique water management expertise which usually only resides in government departments. <br /><br />Such partnerships are not just restricted to water projects. KIE is developing the first integrated solid waste management facility in Qatar, with the National Environment Agency of Singapore (NEA) as its strategic partner in the project. <br /><br /><br /></p>
<div class="waterheader">Expanding track record <br /></div>
<p><br /><strong>&bull; Ulu</strong> <strong>Pandan NEWater Plant, Singapore</strong><br />The first DBOO NEWater Plant awarded by PUB under the Public-Private Partnership scheme, the Keppel Seghers Ulu Pandan NEWater Plant was officially opened by Prime Minister Lee Hsien Loong on 15 March 2007. <br /><br />The plant has a capacity to produce 32 mgd (148,000m3/ day) of NEWater to supply over half of Singapore&rsquo;s current NEWater needs. It is also the largest water reuse plant in East Asia and the second largest in the world. <br /><br />NEWater is ultra-clean because it goes through a multi-barrier water reclamation process that comprises three key stages: Micro/Ultra filtration, Reverse Osmosis and Ultraviolet Disinfection. <br /><br /><strong>&middot; Changi Water Reclamation Plant, Singapore </strong><br />Keppel Seghers is presently undertaking the construction of sewage liquid processing module (LM2) and the effluent pumping system for both liquid modules (LM1 and LM2) at the Changi Water Reclamation Plant. <br /><br />The scope of work includes all mechanical and electrical work of the sewage processing unit, which involves the supply, delivery, construction, testing and commissioning of equipment, sedimentation tanks, bio-reactors, and effluent pumping station. All these would be installed some 20 metres below ground level. <br /><br />The Changi Water Reclamation Plant is part of the Deep Tunnel Sewage System (DTSS) which criss-crosses the island and receives sewage discharged from households island-wide and transports the wastewater via gravity to the centralised wastewater treatment plants. <br /><br />

<strong>&bull; Desalination Plant, Pulau Ubin, Singapore </strong><br />Keppel Seghers completed the building of a desalination plant in May 2005 to supply potable water to the National Police Cadets Corps (NPCC) camp on Pulau Ubin. <br /><br />With the desalination plant, NPCC could expect to save up to $130,000 a year on water costs. <br />Based on membrane technology, the desalination plant is capable of producing 100,000 litres of fresh water a day to meet the needs of the camp which can accommodate up to 700 participants at any one time. <br /><br />The plant operates under all weather conditions. It has ultra-filtration membranes and a reverse osmosis process for desalting. The drinking water produced is well within the WHO drinking water guidelines. Its compact design requires little land and the modular concept provides flexibility for easy expansion to increase the capacity of the plant.<br /><br />The Singapore Police Force has also awarded KIE a maintenance contract for the desalination plant for a period of five years. <br /><br /><strong>&bull; Wastewater&nbsp;treatment plants, Europe</strong> <br />Keppel Seghers&rsquo;s cutting edge wastewater treatment technology, the Unibrane&trade; membrane bioreactor (Unibrane&trade; MBR), are installed in Dordrecht, Netherlands, after a year of careful pilot testing by the Dutch municipal wastewater authority. The wastewater treatment plant has a capacity of 2,400m3/day. <br /><br />ERPC in Namen, Belgium, has also contracted Keppel Seghers to supply its Unibrane&trade; MBR to an existing wastewater treatment plant to improve the quality of its recycled water and increase the plant&rsquo;s wastewater treatment capacity. <br /><br />These two contracts were secured as a result of the successful commercial application of Unibrane&trade; MBR system at a Fuji Film factory in the Netherlands. Keppel Seghers&rsquo;s Unibrane&trade; MBR system in the Fuji Film plant is capable of recycling 1,080m3/day of wastewater while recovering precious metals, meeting the plant&rsquo;s requirements. <br /><br />The Unibrane&trade; MBR is a compact wastewater treatment step that combines biological decomposition and membrane filtration. MBR is often used to achieve highquality effluent for re-use. It can be applied to the treatment of both industrial and municipal wastewater. The modular concept allows for phased construction of wastewater treatment plants and makes it adaptable to a wide range of sizes and flow rates. <br /><br /><strong>&bull; Wastewater treatment plants, Central &amp; South America</strong> <br />Keppel Seghers&rsquo;s UNITANK&reg; is a high-performance and modern wastewater treatment system for industrial and municipal wastewater treatment. It is suitable for the treatment of most organic wastewaters originating from industries such as food, breweries, beverages, petrochemical, chemical, pharmaceutical, paper, textile, etc. <br /><br />UNITANK&reg; is a much more efficient and economical technology as compared to conventional biological treatment systems, as it occupies much less foot print and has lower operational costs. Several UNITANK&reg; configurations are available in compact, modular and flexible designs, which can be used as a &ldquo;stand alone&rdquo; installation or in combination with other UNITANK&reg; configurations for a wide range of wastewater types. <br /><br />The robustness of Keppel Seghers&rsquo;s UNITANK&reg; technology has seen it clinched about 40 contracts in Central and South America in recent years. <br /><br /><strong>&bull; Wastewater treatment plants, North Africa/Middle East</strong> <br />Keppel Seghers has been active in the Arab world for several years, having completed over 30 water treatment projects in Algeria, Egypt, Iran, Saudi Arabia, Tunisia and Turkey. <br /><br />In June 2007, Keppel Seghers won a contract to design, build and operate a wastewater treatment plant in Algeria&rsquo;s Laghouat province, bringing its total number of contracts secured in Algeria to five. <br /><br />Keppel Seghers will provide a fully integrated wastewater treatment installation including wastewater pretreatment, an activated sludge unit, as well as a settling and disinfection unit to the plant. <br /><br />When completed in end 2008, the plant will be able to treat wastewater generated by 167,000 people. The effluent will be used for irrigation purposes. <br /><br /><strong>&bull; Wastewater treatment plants, China</strong> <br />Keppel Seghers has established a track record of quality solutions and innovative products in China. <br /><br />To date, it is involved in municipal and industrial wastewater treatment plants in Shanghai, Guangzhou, Shijiazhuang, Shenzhen and Foshan. <br /><br /><br /></p>
<div class="waterheader">Research and Development <br /></div>
<p><br />KIE has set up the Keppel Environmental Technology Centre (KETC) to initiate, manage and conduct research &amp; development, product development, engineering process improvement, project management improvement and knowledge management activities within KIE Group. KETC will employ up to 50 research personnel. <br /><br />

KETC will drive and direct research initiatives in environmental solutions. It will focus research efforts on energy recovery from solid waste and wastewater treatment, recycling and minimisation of residual byproducts from waste and wastewater treatment, and membrane applications for producing water from nonconventional sources. <br /><br />KETC will also conduct collaborative research with leading academic and industrial research institutions around the world, including the National University of Singapore, Nanyang Technological University, Ngee Ann Polytechnic, Public Utilities Board and National Environment Agency in Singapore, as well as Stanford University of USA, Cranfield University of UK, TNO and KIWA in the Netherlands and the Von Karman Institute in Belgium. <br /><br />Keppel is the only company in Singapore to possess proprietary solid waste treatment technology. KETC will build upon these technologies to further augment its portfolio of technologies to meet some of the toughest environmental challenges. <br /><br />KIE&rsquo;s investments in technology have begun to yield results. In water solutions, it succeeded in the design, construction and operation of the world&rsquo;s second largest wastewater recycling plant in Singapore and carried out the pilot run of the promising new Memstill&reg; desalination technology. <br /><br />In solid waste solutions, the company strengthened its portfolio of 130 intellectual properties (IPs) and trademarks in 2006 with the successful patent of three new IPs for solid waste technologies, one of which is for Keppel Seghers&rsquo;s PRISM for waste-to-energy (WTE) installations. <br /></p>
<div class="waterheader">Partnering PUB in regional aid efforts <br /></div>
<p><br />KIE, together with PUB, completed the installation and commissioning of a desalination plant in the Maldives in the record time of 18 days in February 2005. <br /><br />The portable reverse osmosis seawater desalination plant, which was constructed by KIE for the PUB Technology Office in early 2004, was donated by the Singapore Government to the Maldives Government in a swift response to the tsunami disaster of 26 December 2004. <br /><br />The desalination plant is capable of continuous desalination of 240 m3 of seawater to supply drinking water to meet the daily needs of some 5,000 people. <br /><br />The Keppel team of engineers and technicians together with PUB staff also provided training in the operation and maintenance of the plant. <br /><br />The dual membrane seawater desalination plant is able to treat both brackish water and seawater. It operates under all weather conditions and is able to handle wide fluctuations of total dissolved solids (TDS) in the feedwater. <br /><br />The plant incorporates several new innovations not available in conventional desalination plant. It has microfiltration membranes (0.1 micron pore size) and a two-pass reverse osmosis process for desalting. The drinking water produced is well within the WHO drinking water guidelines. The compact and portable plant can be easily dismantled and relocated. Commissioning start-up was quick and within a week after installation. Its compact design requires little land and modular concept provides flexibility for easy expansion to increase the capacity of the plant. <br /><br />In 2006, KIE and PUB completed laying 1.2 km of water pipes to channel fresh water from the plant to schools, hospitals and community halls across the island.</p></p>
